Client Customisation

Customised client change password capability for certain user. That user is used for general login and enrolment and is not supposed to be able to change his pw. Edited user/view.php and login/change_password.php. For now hard coded check on username. In moodle 1.9 there will be a new capability for users to be able to change password or not.
